In the spring of 2016, the Joint Committee on Regulation agreed on a question of interpretation of the existing rules of the agreement. The question dealt with two rules: one to trigger the regularization of non-regulators and the other for the "increase" of normal part-time faculty to a greater number of regular sections. The agreement removed a barrier to the restriction of the basic section that prevented regularization or reloading if the total number of regular sections of the department was thus greater than the "base number". The number of basic sections is a number of sections that the administration cannot remove from a department without consulting the department. In order not to increase the higher education budget, the administration`s negotiating position is to extend the collective agreement that expired last spring and extend it until 2012. Wages would be frozen for the duration of the contract. The collective agreement is specific to the University of Capilano and the CFA. This is the agreement that the CFA negotiates on behalf of all Capilano`s teaching faculties. This is the first place you should look for if you have any questions. Here is the current version of the collective agreement: The current collective agreement authorizes layoffs "for reasons of proof and a significant decrease in enrolment over an extended period and for demonstrable reasons of reductions in programs or services, including the non-viability of non-educational organizations." In January 2020, the UBC and Faculty Association negotiating teams agreed on a new contract for the period from July 1, 2019 to June 30, 2022. A membership information sheet was published (available on our negotiating blog) and the collective agreement was ratified by both parties in February 2020.
A compendium of the agreement has also been published. University spokeswoman Toni O`Keefe said the negotiations failed because VIUFA wanted a "no Layoffs" clause in the collective agreement. "We can`t do that," she said, citing government`s request B.C for public universities to freeze their budgets. "We can`t negotiate costs." As noted above, there is also a joint agreement negotiated by the FPSE on behalf of several colleges.
